Hillsboro Reliability Project

The proposed work will include:

• Upgrading the Brookwood Substation on Northeast Elam Young Parkway

• Constructing two new transmission lines to the Brookwood Substation

• Upgrading the Main Substation on Northeast 24th Avenue

• Constructing two new transmission lines to the Main substation

• Rebuilding the Orenco substation on Northwest Quatama Road

• Upgrading the Sunset-Orenco transmission line

• Constructing a new substation, called Evergreen, on Northeast Constable Street

• Constructing two new transmission lines to the Evergreen Substation

A project of this scale requires excellent coordination. We’re working closely with the City of Hillsboro, Washington County, TriMet and Clean Water Services to make sure we address all permitting, land use, environmental, traffic and safety issues. If you live or work in the area, we’ll keep you up to date on what’s happening. Construction schedule September 2019 through 2023 Monday through Friday, 7 a.m. to 5 p.m. This schedule may change based on the needs of the project. Weekend and night hours may be required at times.

You’ll see our crews working in various parts of Hillsboro highlighted on the map. We’ll do our best to keep this disruption minimal, but you may hear some construction noise and experience a little more dirt on the sidewalks and streets than usual. We promise we’ll work to get things back to normal as quickly and as safely as possible.

• We’ll be working in different areas at different times. Each of the eight subprojects on the map will have its own schedule and permits. Specific schedules will be announced as we move forward with the work.

• When construction is planned for your neighborhood, we’ll notify you in advance with mailers, social media, signs and outreach to neighborhood associations.

You may experience some service disruptions while our crews repair and replace electrical equipment near your home. We keep these outages as short as possible while maintaining safe working conditions for our crews. Not everyone in the area will experience a planned power outage, but if you will be affected, here’s what you can expect:

• Residents: We’ll send you a notice at least 48 hours in advance of the outage.

• Business: We’ll reach out to you directly to discuss outage planning.

• You will likely be without power for a brief period on just one day. Because there are many factors involved, there is a possibility that the outage could last several hours.

It’s important to always be outage-ready. See how you can take steps to prepare for an outage.

There’s nothing as important as your safety. To keep pedestrians, cyclists and drivers safe, we will close lanes and reserve street parking. This will help make room for equipment and create a safety buffer between you and our crews.

• Watch for closure signage and note the associated dates

• Watch for temporary lane or street closures and detours.

• Allow for extra time for commuting through these areas.

• Follow directions from any flaggers, detours and signs.

• Watch for “no parking” signs.

• Avoid all work areas and equipment.

• Make sure children know to never touch construction equipment.
